Not much is known about these hunters expect they are mostly known as a myth. The rumors first started long ago when the Plumbers was founded. They seemed to have targeted the Plumbers mostly because of their interference with their plans.

Their history is currently unknown. Not even the plumbers have any information on them. This is because they wanted to make themselves unknown and wipe out any indication they existed.
Goals[]
While their goals are currently unknown, it is clear that from what we see in The Change of Life Part 1, Kelaror hunts for the Sentraplex, deeming it as valuable item.
