Echo Echo could beat Diamondhead by screaming. Fourarms could beat Diamondhead by punching.
Also Clockwork and Toepick aren't strong, they just have Hax abilities.
Sure, we can say Alien X is stronger than Fourarms. Being able to rewrite reality and do anything beats being buff and having four arms.
But how do you quantify something like Toepick? It beats 99% of everything, and does nothing to the remaining 1%. Toepick could scare pretty much anyone into submission except Wildmutt, so does that put Wildmutt above everyone Toepick could scare, even the heaviest hitters out there like NRG and Atomix?
Then you've got some of the wilder Hax abilities out there in fiction. Who says one hax ability beats another? Can a guy immune to reality manipulation kick the butt of a reality manipulator? Clockwork could use a Time Ray to age Humongosaur into dust, but that doesn't make him physically stronger than Humongosaur.
This is why Hax abilities - something that lets a weak character beat a stronger character through something a little bit cheaty like Durability Negation, Possession, Soul-Stealing, psychic stuff, the removal of a conceptual attribute like your energy or intelligence or speed, turning you into a dice/playing card/doll, Battlefield Removal, or Sleep Inducement followed by Dreambending - usually aren't taken into consideration when arguing over who the strongest character is. We analyze canon feats, statements, destructive power, durability, strength, etc for this sort of thing because it's more reliable than trying to argue back and forth on what would happen if Okuyasu Nijimura and Vanilla Ice from Jojo's Bizarre Adventure fought and tried to use their space-erasing powers on each other at the same time. Sure, that Stand-using Baby from part 3 is on a short list of characters who theoretically could manage to actually kill Ultimate Kars under the right conditions. But 999 times out of 1000, I don't see this literal baby taking on this parody of evolution and winning.

All you just would be true if used on a VS Battle. In a strongest list you just pick the aliens with the strongest abilities and that's it. You can never get an objective result anyway except for the #1 spot who will probably be Alien X. We aren't putting them against each other we are looking at them individually.
You can look at an alien's strength individually while still taking into account that having the Hax Ability to beat an alien stronger than you doesn't actually make you stronger than that alien. "More Powerful", maybe. "More useful", maybe. But Stronger?
To put this another way... Jury Rigg probably couldn't beat Fourarms in a fair fight. But Jury Rigg could easily disassemble a powerful enemy robot strong enough to give Fourarms trouble. That doesn't make JR stronger than Fourarms, it just means his Hax Ability is very useful when fighting robots. Furthermore, Jury Rigg could disassemble a lot of things, and then create a Chronosapien Time Bomb out of the parts, using it to destroy all timelines and alternate realities except for the one he's currently in. But this wouldn't make him physically stronger than every other alien out there in every other timeline and alternate reality he could erase by doing this, it'd just mean he could erase them all if he wanted to.
Hax abilities... They're things that are hard to quantify. Situational things, usually. You can quantify how strong Heatblast's fire attacks are, and how fast XLR8 can move, and figure out that Heatblast could beat Zuko but XLR8 couldn't beat The Flash. We can even figure out how Dio's Time-Stop and Diavolo's Time Skip works, and figure out whether a character can beat them or not based on whether they can get around this ability or not. But how do you quantify "So scary-looking he terrifies everyone into submission"? Who's to say whether a character with a great deal of willpower could resist this or not? I guess you could look at what we've seen Pesky Dust do in dreams, then compare that to what other fictional dream-manipulators have done to figure out whether he'd beat other dreambender characters in fights. I don't think we've ever seen PD fight another dreambender, come to think of it. But how do you quantify an ability entirely outside the realm of combat, like Daniel J d'Arby from Jojo's Bizarre Adventure and his "If I beat you in any game, I get your soul" ability? That acrobatic lives-in-a-tower guy from Jojo's Part 4 could probably beat Ben 10 himself, but only by tricking him into entering that tower, then leaving first, then getting Ben to try and leave. Under any other circumstances, the tower guy would lose a fight to Ben.
A list of who the strongest aliens are should focus on which aliens are physically strongest. You know, who could lift the most and punch the hardest.
Cheap Trick from Jojo's Bizarre Adventure could beat pretty much anyone in Ben 10 without Celestialsapien interference(or maybe Gwen using magic), but that doesn't make its user Masazo Kinoto physically stronger than the entire Ben 10 verse.
Again, all of that would work in a VS Battle but we're looking at them individually and seeing who has the strongest abilities. That's it. Also you keep bringing up JJBA, which I don't know why, I mean thankfully I've watched but you can't just go off-topic, for all you knew I had no idea what that is.
