We've been cracking down on stubs for the better part of four years now. With our current policy, I've noticed that very few users actually respond to messages telling them to expand their stubs, and the users who do respond usually tell us to delete their pages. Therefore, I think we should change the way we deal with stubs.
If a user hasn't made any edits in the past year, regardless of their total edit count, their stubs should immediately be marked for deletion. If a user has made edits within the past year, they should be notified about their stubs. I'm flexible on the duration, but I think we have to make some changes to the current system to make more progress on cleanup.
